“If we don’t make sense of poverty measures, we will limit our ability as a society to make good decisions about poverty and related issues.” That’s the conclusion of a powerful new paper from the Metcalfe Foundation called Cutting through the fog. The paper, written by social policy analyst John Stapleton and research consultant Richard Shillington, aims to cut through the “frustration with the way in which discussions of poverty and related issues are so often obscured by the use of different measures that are neither clearly explained nor justified”. Stapleton and Shillington review a range of poverty indicators with the goal of arming Canadians with the critical questions that they need to address the critical issues of poverty across our country.
