Navigating Change in the Right Lane

Summary of Provincial Strategy/Alignment of IHSP to Strategy

Like other LHINs, Erie St. Clair LHIN’s IHSP 2010-2013 supports ministry priorities to promote equitable access to health care for all Ontarians and to improve access to care in 3 areas:

  1. reducing wait times in emergency departments;
  2. reducing the time patients spend in ALC beds in hospitals and
  3. supporting the Ontario diabetes strategy

Erie St. Clair’s Vision for the Local Health Care System – Principles

  1. Community Engagement
  2. Cooperation, coordination and integration
  3. Equity and Diversity – communities are made up of individuals from diverse cultures, believes and lifestyle choices. The LHINs [in general] should, whenever possible, commit to equity and respect for diversity in communities especially with respect to French speaking and Aboriginal populations
  4. Accountability and Transparency
  5. Sustainability

Decision-Making Framework

Nine attributes serve as the prioritization criteria (it is based on the decision-making framework for the Central East LHIN and on the attributes of a high-performing system as defined by the Ontario Health Quality Council)

  1. Strategic alignment and accountability
  2. Accessible – will the proposed direction/initiative help ensure that people will be able to get the right care at the right time in the right setting by the right health care provider?
  3. Effective
  4. Safe
  5. Person-centred
  6. Focus on population health
  7. Equitable – will the proposed direction/initiative provide the same access and quality of services to people regardless of who they are or where they live?
  8. Integrated
  9. Appropriately resourced (i.e. sustainable)

ESC LHIN Activities to Improve the Local Health System

Focused on 4 Main Outcomes

  1. Improved access (i.e. investments in transportation to decrease the incidence of social isolation for seniors and to help them connect to health care services)
  2. Improved quality
  3. Cost effectiveness
  4. Co-ordination
