There was considerable concern among community-based providers and researchers at the Wellesley Roundtables (link to Roundtable on Health Equity subpage) that the new Health-Based Allocation Model being developed within the Ministry of Health and Long Term Care (MOHLTC) would not adequately take account of health disparities, the tremendous diversity of the Ontario population and the challenging and complex health needs of disadvantaged communities. Dr Michael Rachlis prepared a backgrounder on HBAM and he and Bob Gardner of Wellesley met with key Ministry officials leading this work. Dr Rachlis also prepared a second backgrounder by on possible changes to HBAM and directions for the future that would build equity into founding formulae more effectively.
